A special election is set for November 4, 2025, to fill Houston City Council’s At-Large Position 4, after incumbent Letitia Plummer’s automatic resignation under Texas’ “resign-to-run” law when she launched a bid for Harris County Judge earlier this year.

The city council formally ordered the vacancy in late July, triggering the legal requirement to hold a uniform election no later than 120 days after the vacancy.

Fifteen candidates filed by the September deadline to compete for the remaining term, which runs through January 1, 2028. 

This special election, aligned with the regular election calendar, avoids the extra cost of a standalone vote.

The Nov. special election for At-Large Position 4 will not only determine who joins City Hall through January 2028, but also influence Houston’s path on pressing issues, like flood mitigation, public safety, housing and infrastructure, which demand consistent leadership. 

With no single candidate likely to secure over 50% initially, a December runoff is possible. Voters will thus play a critical role in setting the policy tone during a pivotal period.
