Sen. Borris L. Miles, a dedicated servant of the people and the proud voice of Texas Senate District 13, was recently recognized with the National Black Caucus of State Legislators (NBCSL) Legislator of the Year Award. 

The award, presented during the 48th Annual Legislative Conference in Washington, D.C., recognizes his unparalleled contributions to legislative progress and community empowerment.

Miles has been a force of positive change in the Texas Legislature for nearly two decades, championing initiatives that uplift underserved communities and deliver tangible results. Whether securing over $8 billion for indigent healthcare or advocating for second chances for youth through juvenile record-sealing legislation, Miles’ work reflects a commitment to justice, equity, and progress.

One of his hallmark achievements was securing $44 million for the Miles Ahead Scholars Program, a transformative initiative aimed at preparing underserved minority males for higher education and beyond.

Vincent Sanders, Chair of Senate District 13 Precinct Chairs, has worked closely with Senator Miles for over 25 years and is deeply impressed by his tireless dedication.

“One of the most impactful things Senator Miles has done recently is address the issue of concrete batch plants in our district, which pollute our air and harm our communities,” Sanders said. “He brought together the Texas Commission on Environmental Quality and local residents to fight for better air quality and environmental justice. He doesn’t just talk about change — he makes it happen.”

Sanders also praised Senator Miles’ efforts to connect community members with opportunities, including hosting job fairs and spearheading the Miles Ahead Academy. On a personal note, Sanders’ son was one of the recipients of a scholarship through the senator’s program.

“Seeing my son, who’s now a nurse at Houston Methodist, come full circle is heartwarming,” Sanders said. “Senator Miles recognized him in the hospital one night and remembered the scholarship he awarded years ago. It’s a testament to his genuine care for the people he serves.”

Arva Howard, a Houston attorney and longtime friend of Miles, loves his kindness and commitment to children. She recalled a story about him going above and beyond to provide holiday gifts for underserved families, purchasing every single item on their wish lists and more — without seeking publicity.

“That’s just who he is,” Howard said. “He’s a genuinely kind person who gives without expecting anything in return. His fondness for children and his commitment to empowering them are unmatched.”

Howard also reflected on Senator Miles’ mentorship, recalling how he inspired students to consider entrepreneurship and community-building during a career day event years ago.

“Many of those kids listened, and some of them — including my son — now run their own businesses and employ others in our community,” Howard shared. “His impact is generational, and that’s what makes him truly special.”
